On June 28, 2025, the Accessibility of Goods and Services Act (the Accessibility Act) (currently in Latvian) came into force, which stipulates that the National Electronic Media Council (NEPLP) is the competent authority that supervises the compliance of services providing access to audiovisual electronic mass media services with accessibility requirements.

Accessibility requirements, functional performance criteria, and the conformity declaration template are established by Cabinet Regulation No. 128 of February 27, 2024, “Accessibility Requirements for Goods and Services.”

To promote a unified understanding among electronic media of accessibility requirements relating to services that provide access to audiovisual media services, NEPLP has developed guidelines for ensuring accessibility requirements for services in the field of electronic media, which, among other things, include information about what the accessibility requirements apply to.

Accessibility requirements must be ensured for services that provide access to audiovisual electronic mass media services that are not subject to the exceptions mentioned in Article 13 of the Accessibility Act, including that accessibility requirements do not have to be ensured by economic operators if this would cause fundamental changes or disproportionate burden.

The Accessibility Act provides for the right of electronic media to be exempted from the obligation to ensure accessibility requirements. Point 4 of the Guidelines approved by NEPLP clarifies that electronic media can be exempted from the obligation to ensure accessibility requirements if these requirements cause fundamental changes for the economic operator, create a disproportionate burden, or taking into account the size of the electronic media (company):

Currently exempted from the obligation to ensure accessibility requirements due to the size of the electronic media (company) are: SIA “MEGOGO”; SIA “Kurzemes televīzija”; SIA “L.A.T.”; SIA “STARNET”.
