Public participation is the involvement of citizens, the public, and non-governmental organisations in the policy-making process. Its purpose is to ensure that decisions taken by public authorities meet society’s needs and are explained promptly and clearly to those they affect. Public participation brings several benefits aimed at improving regulatory quality: it helps identify the core problem, assess possible alternatives, reveal potential regulatory “side‑effects”, and ensure that the solutions developed are suitable, understandable, and effective for the target group.
Members of the public may express their views on development planning documents and draft legal acts at the initial drafting stage as well as at later stages when questions of public interest are considered. Anyone affected by or interested in a given issue may submit an opinion, and each contributor is entitled to receive feedback on their proposal.
Public authorities pursue public participation proactively, seeking the most effective ways to involve and inform society, especially parts of society that are directly or potentially affected by planned actions.

The National Electronic Mass Media Council takes part in drafting legal acts affecting its scope of competence through the The Unified Portal for the Development of and Agreement upon Draft Legal Acts (DLA Portal). Via this portal, anyone can actively engage in the law‑drafting process by offering opinions and tracking document progress.
Public participation in drafting the National Strategy for the Development of the Electronic Mass Media Sector is ensured by the Public Advisory Council.
