The National Electronic Mass Media Council (hereinafter – NEPLP) states that, in accordance with the powers conferred upon the NEPLP by the Electronic Mass Media Law, the Electronic Communications Law, and the Copyright Law, the NEPLP is authorized to carry out website access restriction procedures in cases where:
- Television programmes are distributed within the territory of Latvia without a retransmission permit issued by the NEPLP;
- Content is disseminated that endangers or may endanger national security or public order and safety;
- The websites or the content posted on them are linked to persons under EU sanctions;
- Devices or access rights are promoted or sold which enable access to programmes that are not included in the list of audio and audiovisual programmes retransmitted in Latvia;
- Copyright or related rights are made publicly available in violation of the law.
